Experts disagree over Hips

The arguments over the possible positive or negative effects of the introduction of home information packs (Hips) last year has continued, with experts differing about the possible effectiveness of the packs.

Hips supporter Mike Ockenden, the director general of the Association of Home Information Pack Providers (Ahipp), said that recent research had shown that "Hips have not in any way materially affected the property market in a negative way", noting that house sales are currently up on 1999 levels.

While acknowledging that a recent Mori poll had shown 41 per cent of homebuyers did not think their housebuying had been affected in any way by the new scheme, he suggested what mattered was to reduce the 25 per cent of transactions which fall through.

However, the assistant editor of consumer magazine Which?, Nick Cheek, has argued that Hips needs major reform, suggesting the packs should include surveys.

Mr Cheeks said these were going to be part of the Scottish version of Hips which will soon be introduced.

Those using the self build method of obtaining a home will be able to avoid any issues with Hips or transactions falling through altogether.
