Government outlines localised zero-carbon plans

The government has introduced new measures attempting to help local authorities create new developments while bearing in mind the need to become more energy efficient.
In a move welcomed by the Town and Country Planning Association, housing minister Yvette Cooper revealed that the Planning Policy Statement would encourage for locally agreed targets for renewables to be set by individual authorities.
Ms Cooper also welcomed the TCPA's own input in helping create the new initiatives.
"TCPA was the first to call for new planning guidance to address climate change and I am delighted that partly as a result of this the government is now taking forward an agenda second to none in achieving zero and low carbon development and in meeting the nation's housing needs," Ms Cooper told the organisation.
"The planning system has a crucial role to play to prevent further damage to our environment through the provision of sustainable energy, energy efficiency, food security, high quality housing, green spaces and integrated transport, as well as helping us adapt to the inevitable impacts of climate change," added TCPA chief executive Gideon Amos.
The government is planning to make all new homes carbon neutral by 2016.
