HCRs 'should be part of Hips'

Home Condition Reports (HCRs) should once again be made a mandatory part of the recently-launched Home information packs (Hips), the Association of Home Information Pack Providers (AHIPP) has said.
Speaking on BBC Radio Five Live, AHIPP director Mike Ockenden said that his organisation would be campaigning for HCRs to be reinstated within Hips.
The packs were launched on August 1st for homes with four bedrooms or more, with the government intending for them to soon be rolled out for all homes.
"I don't see a lot of people taking them up voluntarily I have to say, and we do believe they are going to have to be made mandatory again in due course," Mr Ockenden told the Wake Up To Money programme.
"So at the present time we only have the energy performance certificate in the pack; we want to see the home condition report back. That will reduce the chances of transactions falling through and reduce that period of uncertainty," he added.
Hips were originally due to be launched on June 1st but were subsequently delayed until August following a legal challenge from the Royal Institution of Chartered Surveyors.
