New Bill 'to rewrite housing rules'

The government has published a new Bill which it hopes will prove to be a major step in the quest to speed up the supply of housing in the UK and hence help Britons get onto the property ladder.
The Housing and Regeneration Bill will establish a new housing body the Homes and Communities Agency to bring together land and financing responsibilities, and will also do more to promote eco-friendly developments.
Developers will now be required to acknowledge whether or not a sustainability assessment has been made and if so to pass on this information to prospective buyers.
"The Housing and Regeneration Bill will help councils and Housing Associations build more homes. And it will bring together responsibility for land and money for new housing, alongside regeneration, to speed up the delivery of affordable housing and new communities," confirmed housing minister Yvette Cooper.
"We owe it to future generations to act now on more, greener, and more affordable housing," Ms Cooper added.
The bill comes as part of the government's wider aims of building three million new homes by 2020, and to make all new homes carbon neutral by 2016.
