From now on it will be easier for people to put green technology into their homes as planning permission will no longer be necessary if the changes have no impact on neighbouring properties.

Ruth Kelly, the communities'' secretary, today announced that red tape will be slashed on micro regeneration devices such as solar panels and wind turbines.

However local authorities will still have the final say on what constitutes a breach of the rules.

She said: "I believe that the local planning system should support efforts to tackle climate change rather than acting as a barrier.

"It is important that we ensure that there are clear, common-sense safeguards on noise, siting and size and that the unique features of conservation areas are protected."

Ms Kelly also encouraged local businesses to get involved in innovating and using micro regeneration as part of their day-to-day activities. This includes things like ground source heat pumps, bio mass or solar power.
