TCPA still behind planning gain supplement

The Town and Country Planning Association (TCPA) has said that it is still behind the proposed planning gain supplement (PGS), affirming that it is still the best way of providing revenue from gains made by landdevelopers.

Last month Gordon Brown seemingly paved the way for the abandonment of the PGS, which would see a levy being placed on land that went up in value as a result of planning permission being achieved, saying that other measures may be considered.

The TCPA has written to the prime minister to reaffirm its stance but added that it would now consider the viability of any potential modifications.

"The association's conclusion is that there is no fair or practical alternative to the PGS which has not already been considered or which could be introduced on the same time scale," commented TCPA chair professor David Lock.

"We are studying the suggestions offered in the Housing Green Paper as to how the PGS proposals might possibly be modified to meet the criticisms of landowners and other property interests and will submit our views on these shortly," Mr Lock added.
